Correspondence

·       One member has offered to work with the City to continue this project.

·       Beach House Theatre has contacted the CBPOA regarding their presence within the Crescent Beach area this summer.

 

Updates

·       A ‘Dogs on the Beach Path’ will begin on May 15.

 

Working Groups

·       A member has stepped forward to take up the Whistle Cessation project

·       The Blackie Spit Working Group was dissolved.

·       The Traffic and Transportation Committee continues to work with various parties (the City, RCMP) towards paid parking at Blackie Spit and on Beecher, and Resident Only parking within the remainder of the village.

New Business

·       Kim Snyder-Quan was appointed Director-at-Large

CBPOA -   Directors Meeting - Actions and Activities

February 1, 2022

·       Tindi Sekhon notified the CBPOA of two sites within the beach area for placement of surplus soil from the drainage project scheduled for 2022.

·       A communication from Ken Karunaratne, Traffic Engineering Manager, regarding whistle cessation. 

o   “Finally, we have heard from BNSF and, unfortunately, they have informed us that they are not willing to accept the redlined agreement we submitted. However, BNSF has recently signed an agreement with another division of the City for the use of their access road adjacent to their rail tracks. While the use and requirements of this agreement will be different from the use and requirements of the pedestrian fencing in Crescent Beach, there may be a possibility of getting their approval for a similar agreement. So we have asked our lawyers to look into this.   

Also, as I mentioned before, due to the uncertainty in getting BNSF’s approval for constructing the pedestrian safety fencing within their right-of-way, we are exploring the possibility of building it in the City right-of-way. As part of this exercise, we are evaluating impacts related to underground utilities, on-street parking, traffic flows, emergency services, etc. This will also require neighbourhood engagement and confirmation from BNSF that the new alignment (if feasible) will be acceptable to them.”

·       Tracey Hill is now Treasurer

·       The Treasurer and Membership Chair will work together to develop and e-transfer system for July 2022.

·       Blackie Spit Working Group - Construction on the Blackie Spit washroom enlargement will start on April 11th. It is scheduled to be complete in the second week of June. Portable toilets will be provided.

·       Traffic and Transportation Working Group – continuing the door-to-door canvassing with petitions, a new member has joined, a special meeting is planned for March, and the proposed overpass is in the city’s 10-year plan but shelved for the present time.

·       Director-at-Large Bruce Friesen tendered his resignation from the CBPOA Board of Directors

·       The city has introduced a pilot project for allowing dogs on the beach path during certain hours from May 15 to July 15.  Feedback to the city. is requested.

CBPOA - December 7, 2021 - Directors Meeting Actions and Activities

 

CBPOA Directors' Meeting

          Tuesday December 7, 2021

In attendance: Jim Carter, Henri Wendel, Bruce Friesen, Trish McEvoy, Liz Bensted

 1.     Planning for December 10, 2021 Special Meeting

·       The purpose of the December 10 meeting is to offer the opportunity, for members who weren’t at the November 3, 2021 General Meeting as well as other members, to view the City’s poster boards, discuss the proposal and provide feedback to the Directors.

·       Speakers can be on a speaker’s list or speak from the floor.

·       Speakers will be asked to keep their points brief and members will be asked to refrain from interrupting.

·       Directors decided against recording or using Zoom in the meeting due to privacy issues

·       The agenda will be simple: presentation of project details by Trish, Town Hall format for speakers from the floor, and discussion.

 

2.     Planning for January 5, 2022 General Meeting

·       In light of the recent flooding in the Fraser Valley, a speaker from the City of Surrey might be interesting.

·       Working Groups – Working Groups are expected to report to the Membership at each General Meeting. Their reports should review the work they are doing to reach their objectives.

·       Some working groups are dormant: Whistle Cessation, Website Upgrade, Land Use. These groups need leadership and participation from the membership.

·       The CBPOA AEDs are installed, which is cause for celebration, and the next steps are training and publicity.

 

3.     Other points discussed:

·       Renewal of Zoom subscription.

·       Need for insurance for Directors to be explored.

·       Phase out of hand deliveries by June 2022; use of Canada Post instead.

·       Phase in of online membership payment to be investigated.
