o   Changing Signing Authority

­   Following the AGM on September 22, signing authority will change for our account at Coast Credit Union

­   Be it resolved that any 2 of the following signing officers are hereby authorized to sign on behalf of the Crescent Beach Property Owners Association, with one of the signatures being that of either the President or the Vice President.

o   From the September General Meeting

­   Discussion regarding leashed dogs on the beach path:

§  Directors support further discussion at the November General Meeting, as per the motion from Sept 22.

§  Directors support forming a Working Group to explore the issues and possibly formulate a ‘referendum’ which would be circulated, via email, to all members, with an option to ‘vote’ via Canada Post or in person should email be unavailable.

§  Directors encourage the Working Group to be balanced and unbiased.

 

­   Transportation and Traffic Working Group

§  The Transportation and Traffic Working Group will continue to collect data regarding Permit Parking for residents and guests, Pay Parking, and Speed Bumps in the Crescent Beach area.

 

­   Fast bicycles on the dyke

§  Liz to contact Councillor Linda Annis to see if this is a problem in other areas of the City.

§  What are the city’s rules?  What is the enforcement?

 

o   Preparations for November 3 General Meeting

§  Presentation from Jason Colenutt, City Engineering: Liz to contact Jason to see if he can attend November 3rd meeting.

§  Liz to contact Keith Borersma, Planner, City of Surrey, regarding building codes.

 

 

o   Future meetings

§  Dates and locations of future meetings for the next 12 months were shared with Directors

 

o   Membership

§  Henri would like to put together a newsletter (3 times a year) (Spring, Summer, Fall) to all members.  Beachside News. Via email.

§  Canvassers often ask what we are doing with the $10 per year membership.  One answer is that we have to charge something to abide with the Societies Act and this is a nominal charge.  Another answer is that we have had projects in the past and our current project, to install to AEDs in the beach area, used a considerable amount of money.

§  CPR training, including the use of the AED, will be arranged in the future.

In attendance: Jim, Henri, Bob, Liz

1.     Membership Campaign:

July 1 launch, one canvasser is finished, about 13 canvassers in total, looking to excite residents into taking out a membership.

 Liz to write up a short piece on benefits of membership

 Moved by Liz, seconded by Jim, that Henri design a two-part membership card to be implemented in 2022

2.     Signing Authority changes for the CBPOA account at Coast Capital Savings

Need to update the names on record to sign cheques; “Any two” is what we use, some names on file are out of date; Jim to call Coast Capital Savings to make an appointment, Liz to type up a notice of Change of Directors from Sept 2021, and a Resolution Appointing Signing Officers

3.     Police Consultation Interview discussed; no further action needed.

4.     Installation of two AEDs in Crescent Beach:

The City is quoting $400 to $500 to pour a cement pedestal for each unit

Jim to let Directors know if assistance is needed

5.     Planning for September GM/AGM

Date: Wednesday September 22

Place: Alex Hall is reserved, capacity currently 35 (masked and distanced), however we await the Provincial Health Officer’s announcement on September 7 as to any changes. Discussed meeting outside, using a public address system, and having a combined in-person/Zoom meeting. Jim to investigate a combined in-person/Zoom meeting if that is what we decide.  CBPOA still looking for their PA system. Discussed having one member attend per household if we meet indoors.

Reports: Transportation and Traffic Committee requests making a Power Point presentation that would take 60 minutes. Directors suggest 20 to 30 minutes, with a link to the longer presentation.  Would there be a possibility for Directors to preview? 

Positions open in 2021:

Voting procedures: If in person, Covid 19 protocols will require members to sign in at the door supplying contact tracing information, so this could also be a membership check-point. Each membership could receive a high visibility card to hold up when voting.  One vote per membership, one membership per household.  Liz to find an alternate Chair for discussion regarding leashed dogs on beach path to avoid conflict of interest.

Actions and Activities

In attendance: Bruce, Henri, Liz.

o   Traffic and Parking:

o   The Traffic Committee has re-formed and is working on establishing goals

o   Traffic and parking concerns can be emailed directly to the following email address: crescentbeachtraffic@gmail.com

o   Church Property news

o   It has been reported that the City of Surrey has purchased the two lots adjacent to the Church on Beecher Street, and will develop the properties as parks.

o   Dogs on the beach path

o   Members have responded via email to the CBPOA email; results will be shared at the July 7 General Meeting.

o   Start Me Up Save Stations (AED) Project update

o   In Jim Carter’s absence, Henri Wendel met with City employees for a walk-through of the two locations for the CBPOA sponsored units

o   Units will be located at Sullivan Point (near the lifeguard box) and near the Pier.

o   Membership Drive

o   Please see the attached poster for details

o   Canvassers will begin the 2021/2022 Membership Drive on July 1, 2021.

o   Fires on the beach

o   Members are encouraged to call the Fire Department if they are aware of open fires on the beach.        604-543-6700

o   Each call generates data which drives the services received within Crescent Beach.

o   Preparations for July 7 General Meeting:

o   The next General Meeting will be held on Wednesday, July 7 at 7:30 PM.

o   Directors discussed holding this meeting ‘in person’, something that we all miss, however it was decided to have one more virtual meeting and put plans in place for an ‘in person’ meeting for our AGM which will take place in September.

o   Part of the decision to hold off on gathering ‘in person’ was that, although provincial guidelines are relaxing, some members may not be ready to gather in an indoor space, which would leave some members out of the meeting.

o   Postponing our next ‘in person’ meeting until September will give the Directors a chance to develop a Safety Plan with the health authority and give more time for provincial health restrictions to be lifted.

1.     Traffic and Parking:

o   vehicular traffic continues to be heavy in good weather.

o   check into the paid parking situation in White Rock

o   contact RCMP; ask when they patrol, ask for radar or other checkpoints

o   contact Blackie Spit Working Group regarding gate closing times

o   form a new Traffic Working Group at May General Meeting, define achievable goals, work with City towards a solution with safety in mind

o   ask City for 2021 traffic count.

2.    Dogs

o   contact City regarding any changes coming to dog regulations

o   add dogs on the beach path and in dog parks to agenda for May General Meeting

3.    AED Project update, and adjustment of March minutes  

o   adjust minutes of March General Meeting to better describe the vote which approved funds for the Start Me Up Save Station (AED).

4.     Building code concerns

o   CBPOA ideas shared with City Planner Keith Broersma

o   circulate questions and responses to membership

o   Crescent Beach Land Use Plan is good background reading

5.    Email from Tindi Sekhon to CBPOA

o   City beginning the design process for Phase III of the Crescent Beach Utility Improvement Project for storm water management

o   survey work began in March, will be followed by geotechnical and ground penetrating radar investigations

o   request to meet virtually with CBPOA at the May General Meeting

6.    Archeological Site

o   correspondence with Metro Vancouver regarding the archeological dig

o   brief summary at the May General Meeting

7.    Preparations for May 5 General Meeting: Agenda to include

1.     Presentation by Tindi Sekhon on storm water management project

  1. Correspondence: email from Pastor Peter Klenner, All Saints Community Church.

Ø  Action: Liz to summarize and email to membership

 

  1.  Membership: Henri was to take over the membership data until he and Bruce realized their programs were not compatible

Ø Action: Henri to purchase suitable software

 

  1. Update on web site / Disaster Preparedness: Henri summarized the draft of the proposed CBPOA website. Discussion around cost, constitution, sharing (or not sharing) members’ personal contact information.

Ø  Action: Henri to continue working on website, Directors are looking forward to having this new tool available.

 

  1. Update on AED installation and grant application: Jim summarized that CBPOA requested $24, 000, grant has been approved for $2,000.

Ø Action: Jim to summarize at next General Meeting, and bring a motion forward to approve $16,000 toward installation.

 

  1.  Parking issue during peak season: Many situations discussed, parking will continue to be in demand as the weather warms up.

Ø Action: Rona to speak to Laura/Leanne on the Transportation and Traffic Calming Working Group to see where we are, look ahead for 2021. What are the best options for help?

Ø One positive action noted was having RCMP parked on McBride ticketing speeders

 

  1. Narrow shoulder on Sullivan at Beecher: Member asked CBPOA t speak to City about the danger to pedestrians.

Ø Action: Rona to approach Laura/Leanne (of the Transportation and Traffic Calming Working Group) to see what has been successful in the past to improve safety.

 

  1. Planning for Wednesday March 3 General Meeting via Zoom:

Ø Presentation by City regarding Whistle Cessation

Ø Motion for $16,000 for AED installation

  1. Possibilities for a new Treasurer: need a personal approach.  No actions identified.

Directors' Present: Jim, Rona, Liz, Beryl, Bob, Henri.

 

1.    City of Surrey Building Code Changes.

o   In November 2019, a  Final Strategy Document for CFAS was approved by Council.

o   In the future, variances will not be permitted.

o   Directors agreed that all residents should be informed.

o   We would like clarify whether or not renovations will be impacted.

o   Those willing to form a smaller Working Group included Bob Dhaliwal, Henri Wendel, and Jim Carter; others from the Membership could be approached for input.

o   We think the deadline for comment may be January 31, 2021.

o   Henri Wendel agreed to work on this; Troy Gair, Charles King and Ron Sorensen have also expressed an interest.

o   Liz Bensted agreed to phone Peter Klenner to clarify expectations.

 

4.    Possible Director at Large: Bruce Friesen. Liz Bensted to approach.

 

5.    Need for new Treasurer – ask Membership for nominations

 

6.    Traffic on McBride

o   Stop Sign leaving Blackie Spit Park is being ignored.

o   Could use a viable traffic management plan Crescent Beach for peak use times, for example BC Family Day Feb. 15, 2021.

o   Liz Bensted to approach the Transportation and Traffic working Group.

7.    Notice of the Wednesday, January 8 General Meeting will go out to the Membership two weeks prior to the meeting: December 23, 2020
