In attendance: Jim, Bob, Henri, Liz.

1.     Traffic and Parking:

o   vehicular traffic continues to be heavy in good weather.

o   check into the paid parking situation in White Rock

o   contact RCMP; ask when they patrol, ask for radar or other checkpoints

o   contact Blackie Spit Working Group regarding gate closing times

o   form a new Traffic Working Group at May General Meeting, define achievable goals, work with City towards a solution with safety in mind

o   ask City for 2021 traffic count.

2.    Dogs

o   contact City regarding any changes coming to dog regulations

o   add dogs on the beach path and in dog parks to agenda for May General Meeting

3.    AED Project update, and adjustment of March minutes  

o   adjust minutes of March General Meeting to better describe the vote which approved funds for the Start Me Up Save Station (AED).

4.     Building code concerns

o   CBPOA ideas shared with City Planner Keith Broersma

o   circulate questions and responses to membership

o   Crescent Beach Land Use Plan is good background reading

5.    Email from Tindi Sekhon to CBPOA

o   City beginning the design process for Phase III of the Crescent Beach Utility Improvement Project for storm water management

o   survey work began in March, will be followed by geotechnical and ground penetrating radar investigations

o   request to meet virtually with CBPOA at the May General Meeting

6.    Archeological Site

o   correspondence with Metro Vancouver regarding the archeological dig

o   brief summary at the May General Meeting

7.    Preparations for May 5 General Meeting: Agenda to include

1.     Presentation by Tindi Sekhon on storm water management project

2.     Motion regarding paid parking at Blackie Spit

3.     Discussion of the bylaw regarding dogs on the beach path

In attendance: Bob, Bruce, Rona, Henri, Jim, Liz.

  1. Correspondence: email from Pastor Peter Klenner, All Saints Community Church.

Ø  Action: Liz to summarize and email to membership

 

  1.  Membership: Henri was to take over the membership data until he and Bruce realized their programs were not compatible

Ø Action: Henri to purchase suitable software

 

  1. Update on web site / Disaster Preparedness: Henri summarized the draft of the proposed CBPOA website. Discussion around cost, constitution, sharing (or not sharing) members’ personal contact information.

Ø  Action: Henri to continue working on website, Directors are looking forward to having this new tool available.

 

  1. Update on AED installation and grant application: Jim summarized that CBPOA requested $24, 000, grant has been approved for $2,000.

Ø Action: Jim to summarize at next General Meeting, and bring a motion forward to approve $16,000 toward installation.

 

  1.  Parking issue during peak season: Many situations discussed, parking will continue to be in demand as the weather warms up.

Ø Action: Rona to speak to Laura/Leanne on the Transportation and Traffic Calming Working Group to see where we are, look ahead for 2021. What are the best options for help?

Ø One positive action noted was having RCMP parked on McBride ticketing speeders

 

  1. Narrow shoulder on Sullivan at Beecher: Member asked CBPOA t speak to City about the danger to pedestrians.

Ø Action: Rona to approach Laura/Leanne (of the Transportation and Traffic Calming Working Group) to see what has been successful in the past to improve safety.

 

  1. Planning for Wednesday March 3 General Meeting via Zoom:

Ø Presentation by City regarding Whistle Cessation

Ø Motion for $16,000 for AED installation

Ø Working Groups to report

 

  1. Possibilities for a new Treasurer: need a personal approach.  No actions identified.

Directors' Present: Jim, Rona, Liz, Beryl, Bob, Henri.

 

1.    City of Surrey Building Code Changes.

o   In November 2019, a  Final Strategy Document for CFAS was approved by Council.

o   In the future, variances will not be permitted.

o   Directors agreed that all residents should be informed.

o   We would like clarify whether or not renovations will be impacted.

o   Those willing to form a smaller Working Group included Bob Dhaliwal, Henri Wendel, and Jim Carter; others from the Membership could be approached for input.

o   We think the deadline for comment may be January 31, 2021.

2.    Establishing an up-to date CBPOA Webpage in 2021

o   Henri Wendel agreed to work on this; Troy Gair, Charles King and Ron Sorensen have also expressed an interest.

 

3.    Presentation by Peter Klenner at the January General Meeting

o   Liz Bensted agreed to phone Peter Klenner to clarify expectations.

 

4.    Possible Director at Large: Bruce Friesen. Liz Bensted to approach.

 

5.    Need for new Treasurer – ask Membership for nominations

 

6.    Traffic on McBride

o   Stop Sign leaving Blackie Spit Park is being ignored.

o   Could use a viable traffic management plan Crescent Beach for peak use times, for example BC Family Day Feb. 15, 2021.

o   Liz Bensted to approach the Transportation and Traffic working Group.

7.    Notice of the Wednesday, January 8 General Meeting will go out to the Membership two weeks prior to the meeting: December 23, 2020

Directors' Present: Jim, Rona, Liz, Beryl, Bob, Henri.

 

1.     Church Property – letter from Pastor Klenner discussed.

 

2.     Speed bumps on Gordon Avenue – Jim Lightbody’s letter discussed, suggested to  ask the RCMP in the spring to monitor and ticket more drivers on McBride and Sullivan on busy weekends, have more signs regarding speed, try to catch drivers detouring up Gordon and other streets to line up for the train.

 

3.     Fires on the beach – call not-emergency number, Fire Department happy to come.

 

4.     Cyclists falling at the railroad crossings – referral has gone to City via Linda Annis

 

5.     Parking hours at Blackie Spit– Blackie Spit Working Group to contact City regarding our concern about the parking hours

 

6.     Emergency Preparation

a.      AED project update- Jim and Rona brought us up to date. One Save Station at Beecher Place. St John Ambulance presentation has been moved from October to November. CBPOA is a non-profit, our grant request for up to $15,000 has been re-directed.

b.     Marine Search and Rescue has Covid adapted training in place

 

7.     Request for help for emails and CBPOA information page – ask members what the needs are; make a motion to pre-approve spending some money, start small by moving the mailing list to Mail Chimp.

 

8.     New Business – Henri – Memberships coming 285 now in, about 100 more to come in.  Continue canvassing.

 

9.     Planning for November 4 General Meeting via Zoom

a.      Presentation from City Planner Keith Boersma.

b.     Linda Annis will attend.

c.      Who will host us and who will be our “co-pilot”? Jim to talk to Andrew about continuing one more time.

Activities and Actions

1.    Correspondence received from Surrey Fire Chief to be attached to September minutes and posted on website.

2.    Contact made from Surrey for a Public Engagement Strategy meeting; Liz to follow up to complete this survey.

3.    Save Station/AED Project: Jim Carter to update at next GM

4.    Emergency Preparedness Working Group: although the group is not currently active, outstanding progress was made in previous years. Recommend that we start something up in the fall, like an informational brochure.

5.    Agenda planning for September 9, 2020

·       The Directors are continuing to look for and encourage volunteers to come forward for the positions of President and Membership Chair. Nominations from the floor will be called for at the AGM.

·       Meeting will be held via Zoom, Andrew to chair

o   Recent offer was rejected, no offers to buy in place, this Working Group is now dormant

6.      Emergency Preparedness
o   Funding for AEDs is in place, communicate with City (Liz) and Karen McPherson (Rona)

7.      Planning for July 8 General Meeting and September 9 AGM
o   July 8 General Meeting – hope we can meet in person by July 8, or host Zoom General Meeting, or consider moving July meeting to August in the hope that we can meet.
o   September 8 AGM – reserve room, consider using Zoom,  satisfy legal requirements

Activities and Actions

Present: Andrew, Beryl, Jim, Liz. Bruce.
1.     A Director's Meeting was held in lieu of a General Meeting on May 6, 2020 via Zoom, due to the requirement for social distancing to combat the COVID-19 outbreak.
2.     The increased numbers of people coming into the beach area during the COVID -19 outbreak was discussed.  The general feeling was that, as long as visitors respected private property and the posted hours for public areas (basically from dawn to dusk), that people should be welcome to use the public parking and beach pathways to exercise and enjoy fresh air.  Concerns were raised regarding visitors parking on private land, or blocking driveways; speed of traffic along Sullivan, McBride and other side streets, and the need for all who use the area to respect social distancing guidelines.  A letter was sent to Councillor Linda Annis outlining the concerns of the CBPOA.
3.     Alternatives to door-to-door canvassing were discussed for July and August, 2020.  Bruce offered to research online payment options, and to draw up a form that members could fill out online and submit with their payment. Members are always welcome to mail their fee to Bruce or drop it into his mailbox.  Person-to-person contact will be missed; we will have to work in different ways to encourage membership.
4.     Beryl introduced a potential CBPOA history project. She is going through the CBPOA archives, organizing them with the goal to preserving them. Beryl to contact the City of Surrey Archives and also the Library to ask what they look for in such a project, Liz to research several other websites to see how they have done it, Liz to source a CBSC 100th Anniversary book.

2019.01 Beachfront Path Extension
The Beachfront path should be extended to the end of the parking lot in order to provide safe pedestrian access to the Spit as suggested in the Blackie Spit Master Plan 1999.

§  Assessed by environment consultan and no show stoppers. Currently mapping vegetation so can submit notification to provincial authorities.notification takes 45 days once submitted so potentially could start in August unlikely to start before August.

2019.06  Support the Annual RCMP Summer Weekend
Support for the annual RCMP summer weekend initiative as part of overall beach and park security.

§  District 5 RCMP advised that the summer weekend initiative is going ahead as in past years.
2020.01 Pier Maintenance
Status: ONGOING

    • The Consultant Report has been received and the Consultant is preparing the contract specifications in order to put out to tender. Work is expected to proceed in Fall 2020 
2020.02 Playground Upgrade (across from Camp A)

§  Mark Lepik - City of Surrey Park Operations Coordinator advised that manufacturer of playground structure is working under COVID 19 restrictions resulting in a delay in structure delivery. Mark expects delivery of the structure in late June and anticipates installation this summer. 
2020.03 Closure of Christopherson Steps and 101 steps
Status: ONGOING
o 2020-05-08 Update
§   Mark Lepik - City of Surrey Park Operations Coordinator advised both Stairs are closed due to Covid 19. The Christopherson Stairs were damaged over the winter and even if the COVID 19 restrictions were to be lifted the Christopherson Stairs will remain closed for repairs. Repairs are scheduled to begin May 19 and last 3 weeks
